That being said, I think the reasons for a card being banned can be broken down into two main categories: A card is too powerful on its own and almost every deck has to have it to be good
Some Japanese retailers are packaging a Detective Pikachu card for the Pokmon TCG with pre-orders with other exclusive items, while purchasing the game through the Pokmon Center in Japan will get you a Detective Pikachu figure.
Individual Japanese cards are less frequently sold and thus less common, making the cards necessary for the completion of a full set just that much more desired when theyre in Japanese
